Garfield", 7.75x9.75, June 17 1869 on official House of Representatives stationery to Alexander C Twinning Esq, in part: "...The last National Census undertook to give us only the products of the Agricultural and Manufacturing Industries, but I find that the returns of these were exceedingly meager...The great difficulty...is the unwillingness of men to give their incomes. They feel the suspicion all the while that the facts will be used for purposes of taxation. In addition to that, there is, of course, a hesitancy with men to parade their business affairs.", large, dark, bold, pristine signature, minor smudging to some writing mentioned only for accuracy
