PLUS "GENERAL ORDERS No. 315...Sept 17 1863", in small part: "...in the judgement of the President, the public safety does require the privilege of the said writ [habeas corpus] shall now be suspended...", age wear, edge bites, small tears with tape repair, accompanied by detailed research material
